Council parking pages

Here are links to the parking pages of all 339 councils in England and Wales. They are where you pay or challenge a Penalty Charge Notice (PCN), and find local parking rules, permits and car parks. Most links go to the page GOV.UK lists for paying a parking fine to that council.

If you contact a council about a PCN, quote the PCN number and the vehicle registration.

Who enforces parking

Almost every council in England and Wales now enforces parking itself, under civil parking enforcement (called decriminalised parking enforcement, or DPE, before 2008). Tickets are Penalty Charge Notices from the council, and appeals go to an independent adjudicator.

In a few areas the police still enforce parking. These are the ones we could confirm (checked 18 October 2026):

  • East Cambridgeshire: Parking is enforced by the police. The district council has no plans to take on civil parking enforcement.
  • Fenland: Parking is enforced by the police. Cambridgeshire County Council aims to bring in civil parking enforcement in 2027.
  • Telford and Wrekin: Parking is enforced by the police. The council plans to apply for civil parking enforcement powers; any change would not happen before summer 2027.

The Department for Transport does not publish a current list. Its last figure, from November 2021, was 7 areas in England outside London still without civil parking enforcement. These are the areas we could confirm from council and county sources. The police can also act on dangerous or obstructive parking everywhere.
