Local Authorities Parking Website Pages

Which councils operate Decriminalized Parking Enforcement (DPE)? Operating DPE means that the council in question is responsible for enforcing the On Street Parking in that area. If the council does not operate Decriminalized Parking Enforcement then it is the responsibility of the local police force to enforce On Street Parking in that area.

Below is a list of Local Authorities / Councils website parking pages and a comment indicting whether they operate DPE. All the links point to the external Local Authorities / Councils websites and provide information about PCN payment, PCN appeals, parking policies and much more. If they are not enforcing DPE then they should provide information about the police force responsible for enforcing On Street Parking in their area.

Parking Next to a Drop Kerb

What is a drop kerb?

A drop kerb is a roadside kerb / pavement that is angled downwards towards the road to allow vehicles to easily drive up and down the kerb. 

Parking in front of drop kerbs is not allowed. It causes obstructions to driveway access, road crossing access and both pedestrian and driver visibility. Blocking driveway and crossing access is inconvenient and selfish but obstructing visibility can be very dangerous to pedestrians and road users.

Parking in front of drop kerbs has been against the rules in London since Section 14 of the London Local Authorities and Transport for London Act 2003 came into force.

"Part 6 of the Traffic Management Act 2004 repeals section 14 and gives all local authorities in England with civil parking enforcement powers the ability to take action when a vehicle is parked alongside a dropped kerb in a Special Enforcement Area (that is, an area where parking is, in all other instances, permitted)."

Paying a PCN

Paying a Penalty Charge Notice (PCN) issued by a Civil Enforcement Officer (CEO)

  • The Date of the offence is day 1.
  • The council should receive a payment by day 28 otherwise it may issue a Notice to Owner.

50% Discount Payment will be accepted if received by day 14.
Acceptance of Discount Payment after day 14 is at the council’s discretion.

Paying a Penalty Charge Notice (PCN) issued by Post 

  • The Date of the offence is day 1
  • The council should receive a written challenge to the PCN by day 28 but ideally day 14.

50% Discount Payment will be accepted if received by day 14 (day 21 for offences detected on camera).
Acceptance of Discount Payment after day 14 / day 21 is at the council’s discretion.

In Both Cases:

Some people who receive a PCN will not be able to respond to it in time. If this happens for any reason you should inform the council immediately.

If you do nothing, the council may enforce payment as debt recovery through the County Court.

Parking on Kerbs / Pavements

Rule 218 of the Highway Code says: "Do not park partially or wholly on the pavement unless signs permit it".

  • If there are any restrictions, e.g. yellow line, then you cannot park on the pavement.
  • Where there are no other parking restrictions then a sign should say that you are not allowed to park on the pavement/grass verge. 
  • Within London it is banned everywhere unless there is a sign permitting parking on the pavement or grass verge.

Vehicles parked on pavements can create a hazard: 

  1. To pedestrians by causing an obstruction that may result in them having to step off the pavement into the carriageway, thus putting themselves in danger.
  2. By restricting the width of the pavement and making it difficult for someone with a pushchair or wheelchair to pass safely - again this person may have to enter the carriageway to avoid the obstruction.
  3. Due to the damage caused by driving on and off the pavement - broken flags, potholes, etc.

Illegally parked vehicles cost the City Council thousands of pounds a year in damaged paving and damaged grass verges. It can also create serious problems for blind, disabled and older people.

Re-Parking in the bay or set of bays

As Civil Enforcement Officers / Parking Attendants walk around their beat, they enter details about cars parked at parking meters into their handheld computers. This includes the meter number, the registration number of the car, the amount of time a car has remaining on the meter (with consequent expiry time) and the position of the front and rear valves of the pavement-facing car tyres (given as clock points - e.g. 9 means 9 o'clock).

Offence code: 22
Explanation: Re-parked in the same parking place within one hour of leaving. You must not return to the same parking place within a specified period of leaving it - details will be shown on the sign or meter.

"Parking place" is loosely defined as a set of bays

Meter Feeding

As Civil Enforcement Officers / Parking Attendants walk around their beat, they enter details about cars parked at parking meters into their handheld computers. This includes the meter number, the registration number of the car, the amount of time a car has remaining on the meter (with consequent expiry time) and the position of the front and rear valves of the pavement-facing car tyres (given as clock points - e.g. 9 means 9 o'clock).

Offence code: 07
Explanation: Parked with payment made to extend the stay beyond the initial time ('meter feeding'). You may not pay extra money into a meter/pay and display machine to extend the time you have already purchased - even if this does not take you past the maximum time allowed at that parking place.

Pay & Display parking bays

Motorists are allowed to park in parking space designated ‘Pay and Display’ up to the time purchased, indicated on the pay and display ticket. You must ensure the pay and display ticket is clearly displayed in your vehicle. Even if you think that the ticket is in a clearly visible position you must make sure that you can clearly see the ticket after you have closed your vehicle door. The ticket could be partially obscured by your tax disc for example. Even wind from the door closing or vibrations from the door closing could dislodge the pay and display ticket and cause it to move into a position that means it is unable to be read properly.

When your pay and display ticket has expired, i.e. the time that is printed on your ticket has been and gone then you must leave the parking space. You cannot return within the time period shown on the ticket machine or signs. For example the ticket machine and sings may say “No Return within 2 Hours”. This means that you may not re-park your vehicle in the same set of bays until 2 hours has elapsed since you left your parking space.

Meter Feeding; Purchasing and displaying another pay and display ticket without leaving the parking space for the required period is not permitted.

Parking bays for specific users

Always display the correct ticket, voucher, permit or badge to park in a parking bay

Parking in some bays is restricted to only certain users.

For example some bays are reserved for local residents. This is usually because too many motorists are visiting the local area for shopping, sporting events etc. and the local residents find it hard to park near their houses. Other bays may be reserved for motorists doing certain jobs like doctors or nurses.

It is your responsibility to make sure that you are entitled to parking in a bay.

You must not park in parking spaces reserved for specific users such as Blue Badge holders or residents, unless you are entitled to do so.

CCTV Evidence

From 31st March 2008 councils across England and Wales gained the right to use CCTV to detect offences on roads where parking is banned. Councils in London already have this power.

CCTV cameras evidence can now be used to enforce parking offences and moving vehicle offences. These cameras are linked to the DVLA and have number plate recognition. This means that the owner of any vehicle seen by a CCTV camera stopped in a zone with parking restrictions will receive a fine through the post. Other traffic offences such as stopping in a Yellow Box junction or turning where turning prohibited, when caught on CCTV will also result in a fine through the post.
